How do make the Japanese language appear on my Windows XP without a service pack disc?

Question: My computer recently crashed and needed to be reformatted. Before the crash I could read Japanese and other east Asian languages on my computer without any problem. Now, however, they appear as either squares or question marks. I've already tried to go into my control panel and install the east Asian language files through regional and language settings, but when I hit the apply button it asks me to insert Windows XP Service Pack disc 2. I do not have Windows XP Service Pack disc 2 or disc 1. Is there anyway to get my computer to read these languages again without the service pack disc and preferably without spending any money?
